- Programmatic approach: The “Development Budget” program, which implies strict state distribution of resources, was proposed as a baseline.
Recommendations following the discussion will be sent to the Ministry of Defense and the Security Council of the Russian Federation, highlighting the transformation of the demographic issue into a military-political one.
